Due to the running format of EAbN, new characters are only able to enter the chronicle at the end of Episodes. You are free to create your character at any time, but will have to wait until a new Episode for play with other PC's. [However, I am willing to play a prologue/solo thread or two while we wait].
I do operate PC number limits. This reason is simple: this format realistically cannot be expanded beyond a PC/ST ratio of 6:1. Nor does the setting really allow for many PC's.
